Return 429s to the runners while migrations are executed

What does this MR do and why?

Related to #395787 (closed)

This builds on top of !115679 (merged) to return an early 429 status code to the runner so that the migrations could get the access exclusive locks on the CI tables.

This is under a feature flag, disabled by default, introduced by the other MR.
