Dequarantines `pipeline_for_project_mirror_github_spec`

What does this MR do and why?

Dequarantines qa/specs/features/ee/browser_ui/4_verify/pipeline_for_project_mirror_github_spec.rb by allowing import to complete partially. The reason we're okay with a partial import is because this spec is not concerned about all items being imported. It is only interested in a CI pipeline being triggered when there's a new commit in GitHub. Whether or not import finished completely is not important.
