What does this MR do and why?

  1. Use admin bot for adding the default compliance framework to projects.
  2. Fix for default compliance framework not being set when the project was created by users other than group owners.

How to set up and validate locally

Numbered steps to set up and validate the change are strongly suggested.

  1. Create a group
  2. Create compliance frameworks within that group.
  3. Set one of the compliance framework as the default compliance framework.
  4. Sign in with a user who has developer or maintainer access in the above group.
  5. Create a project within that group
  6. Verify that the default compliance framework label is set for the newly created project automatically.
