ci: Make sure we build assets image when 'run-all-e2e' label is set

What does this MR do and why?
e2e:package-and-test-ee depends on build-assets-image, which itself depends on compile-production-assets, so when pipeline:run-all-e2e is set, we should make sure these two jobs run too.
