What does this MR do and why?

This MR updates the "unlinked" Customers Portal account alert to point the users to the legacy sign-in page, as opposed to the single sign-on page. Using the single sign-on login will result in the same error on the Customers Portal side: https://gitlab.com/gitlab-org/customers-gitlab-com/-/issues/5819+, so directing users to log in via the legacy sign-in page avoids this situation.
