Add other CI/CD domain experts to eligible verify approvers

What does this MR do and why?

At @ayufan's request, adding development leaders to verify approvers.

EDIT: Revised to include CI/CD domain experts outside of Verify to the list instead, in case managers get pinged to review MRs.

This would allow additional team members to unblock MRs if no one is available from Verify.
