Resolve "expand/collapse buttons in epics>roadmap to be tertiary buttons"

this change will make sure that expand/collapse buttons in epics>roadmap will be used new tertiary buttons instead of link buttons.

How to set up and validate locally
Numbered steps to set up and validate the change are strongly suggested.
- Visit a group
- Go to Roadmaps (you need epics to populate this - follow https://docs.gitlab.com/ee/user/group/roadmap/). Epics need to have dates assigned to them for them to show up in roadmaps. Add child epics to epics for many nested levels.
- Expand/Collapse the epics within the milestones sidebar.
