Add VSA specs for project level

What does this MR do and why?

Add value stream analytics feature specs for projects when licensed features cycle_analytics_for_projects,
cycle_analytics_for_groups are available and vsa_group_and_project_parity feature flag is enabled.

Tests the following functionalities of VSA:

• Value streams dropdown (create/browse custom value streams)
• Overview section
• Total time duration chart (empty state and chart appearance)
