Draft: Enable concurrency for Tanuki Bot [ci skip]

What does this MR do and why?

This MR enables parallel requests for Tanuki Bot. Currently, we make 7+1 requests to production sequentially. When the feature flag is enabled we can drastically reduce execution time.
