Updating partitioning docs to reflect BBM changes

What does this MR do and why?

With #379126 (closed) and !116601 (merged) (yet to be merged) made changes to use batched background migrations (instead of legacy background migrations) in table partitioning helpers, this issue reflects those changes in the docs.
