Remove License-Check feature

What does this MR do and why?

We want to remove the License-Check feature in %16.0 as described in #397067 (closed).

This MR removes the License Scanning Template and the backend code related to the License-Check feature.

This MR removes any code that enqueues the job RefreshLicenseComplianceChecksWorker. The worker RefreshLicenseComplianceChecksWorker will be removed in the future release as recommended in our handbook.
