Drop U2F foreign key from WebauthnRegistrations

Imre Farkas requested to merge if-232672-remove_u2f_fk_from_webauthn_registrations into master

What does this MR do and why?

Removes foreign key on WebauthnRegistration#u2f_registration_id and ignores the column, so we can drop it in the next release.

This is in preparation for dropping the U2fRegistrations table.
