What does this MR do and why?

When restyle_login_page feature flag and Enable admin mode options are enabled, it shows a border around the tabs.

With this change we hide the border, when restyle_login_page is enabled.

How to set up and validate locally

Go to Admin > Settings > General > Sign-in restrictions and select Enable admin mode
