Update project & group labels page design

What does this MR do and why?

Updates labels page

• Add card styles, similar to related issues/MRs/etc
• Add hover state for prioritized labels
• Remove badge styling of project/group path
• Move project/group path under label
• Add group/project icons next to path
• Switch to small buttons

What does this MR not do?

• Mobile updates (should look similar/the same as it currently works)
• Admin labels (will do that separately)
