Remove RT issue weight feature flag

What does this MR do and why?

This will remove the FF from real time issue weight, as it has been live and enabled globally and is working correctly. See: #398619 (comment 1351549512)

How to set up and validate locally

Ensure it still works:

  1. Make sure you have GitLab premium enabled
  2. Enable ff for project
  3. Open the same issue in two different tabs
  4. Change the weight on the issue, and verify it is updated automatically on the other tab as well
