Update user admin header

What does this MR do and why?

• Removes border
• Tightens up vertical spacing
• Moves ellipsis button to right

What does this MR not do?

• Move the confirm button (it should be on the right, directly to the left of the ellipsis button according to the docs but making that change beyond my scope of knowledge
