Rename the summarize_flag to stop conflict with the license feature

What does this MR do and why?

When trying to turn the feature flag on in production, we get an error that the feature flag conflicts with the name of a licenced feature.

We decided to change the licence name as the feature flag is very particular to the quick action, where the licence feature will develop into a more general idea.
