Update docs with clarification on lack of IP allow support for pages

As a followup to the issue https://gitlab.com/gitlab-org/gitlab/-/issues/404512#note_1364024568 it was clarified that IP allow list is not supported for all of GitLab, and is being gradually added by each group for their area. This is the case for pages where groupknowledge has a enhancement for this use case. Until then, it'll be important to clarify that pages within a group or project are not gated via IP allow list.
