Fix DORA deployment frequency calculation

What does this MR do and why?

This change fixes the DORA deployment frequency calculation formula for the all and month intervals by enabling the fix_dora_deployment_frequency_calculation feature flag by default.

• FF rollout issue: #404565 (closed)
• The FF is fully enabled on PRD
