Fix removal milestone for DISABLED_WITH_OVERRIDE

This MR fixes the removal milestone assigned for DISABLED_WITH_OVERRIDE. Since it was only announced in %15.8, we couldn't possibly remove it in %16.0 since we need to wait for at least 6 milestones before removing GraphQL API elements (docs).
