Success alert when runner is assigned to project

What does this MR do and why?
Fixes: #340756 (closed)
Previously the alert when a runner is linked to a project used a "notice" style, this changes the feedback to have a "success" style.

How to set up and validate locally
- Visit Admin -> Runners section
- Select any Project Runner (in the projects tab)
- Select Edit (the pencil icon)
- Add or remove projects to the runner at the bottom of the page.
