Fix deletePath and diffPath for system notes description version

What does this MR do and why?

When trying to use diffPath and deletePath the , the REST API endpoints were redirecting. This is a fix for the problem as discussed here

  1. Checkout branch 390376-work-item-view-description-diff from the MR - Show Work Item notes description diff in Activity (!118747 - merged)
  2. Change description multiple items , and compare with different version - see the REST API is not being redirected
  3. Try to delete the path as well , should be deleted
