Enable restrict_merge_status_recheck feature flag

What does this MR do and why?

We've enabled this feature on production two weeks ago #404567 (comment 1359017178). It seem to have improved the situation so we want to enable it by default. We'd still like to be able to have the option of turning it off if we encounter any issues especially on self-managed so we have opted to keep the feature flag for now.
