Move external issue trackers and wikis from Uncategorized to Plan
What does this MR do and why?
This moves the nav item for an external issue tracker (Bugzilla, Jira, Redmine...) of a project from the Uncategorized section of the new sidebar into its Plan section. It also moves the Confluence nav item, and also the External wiki.

How to set up and validate locally
Numbered steps to set up and validate the change are strongly suggested.
- Set up an integration for an external issue tracker (Bugzilla, Jira, YouTrack, Redmine, Custom issue tracker) at http://gdk.test:3000/flightjs/Flight/-/settings/integrations
- Find the link to the external issue tracker in the Plan section of the sidebar.
- Do the same for Confluence.
- Do the same for External wiki
