Fix remember me admin setting link

After !119381 (merged) was merged, I noticed a doc link issue. The turn off the Remember me setting link at https://docs.gitlab.com/ee/user/profile/#stay-signed-in-indefinitely linked to the correct page but didn't have an anchor link.
