Issuables Designs: Comments actions improvements
What does this MR do and why?
Fixes the alignment of the action buttons in design comments and migrates the dropdown to use the new disclosure dropdown.

How to set up and validate locally
- Navigate to an issue (e.g. http://gdk.test:3000/flightjs/Flight/-/issues/19)
- Upload an image to the designs section
- Add a comment on the image
