Update documentation for Backup restoration order

What does this MR do and why?

Describe in detail what your merge request does and why.

The current restore documentation mentions as a prerequisite that the gitlab-secrets.json file should be copied over before a restoration is started. However, the steps that outline what to do after copying the file come after the restoration steps. This can cause issues with the restoration command ending with an error.
