Add jira connect controller spec feature categories

What does this MR do and why?

I noticed working locally that these controller specs don't have feature categories. I'm fairly certain that these belong to integrations.

The second commit updates to rubocop TODO file, which clearly hasn't been updated and committed in awhile. Even though I didn't make most of those actual feature category assignments, it's just the result of a current script run.
