Migration Name in yml file is corrected via this MR

What does this MR do and why?

When the changes in MR !120239 (merged) are merged. Migration name in yaml docs is mentioned incorrect.

It should be same as what mentioned in this file - https://gitlab.com/gitlab-org/gitlab/-/blob/master/lib/gitlab/background_migration/cleanup_personal_access_tokens_with_nil_expires_at.rb

With this MR I am correcting the same
