Clean up some sidekiq_might_not_need_inline

What does this MR do and why?

This MR replaces some sidekiq_might_not_need_inline to sidekiq_inline as they need to be executed inline. It also removes a couple of perform_enqueued_jobs as they don't seem to be needed.
