Fix the work item breadcrumb link when the parent is an issue.

How to set up and validate locally

1. Visit any task/objective/key result which has a parent
2. In case the parent is an issue , see to it that the link in the breadcrumb in the work item full view is correct
3. In case the parent is any other work item , see to it that it works fine as well
