Reverted backfill migration for secure file metadata fix

What does this MR do and why?

As discussed in #411501 (comment 1393115023), this MR reverts the migration that was added that created the issue. Since the migration has already ran for gitlab.com, I've reverted the migration by removing the contents, but leaving the structure in place. That way the entry in the schema migrations table doesn't cause problems for future migrations on gitlab.com.
