What does this MR do and why?

Describe in detail what your merge request does and why.

This MR changes the logged output of Ci::Runners::StaleMachinesCleanupCronWorker from deleted_managers containing a boolean, to total_deleted containing the number of records deleted, and batch_counts containing the counts per sub-batch. This will improve the visibility into the service execution, so we can better understand why the number of stale runner managers (i.e. not contacted in the last 7 days) is still growing.
