What does this MR do and why?

This changes to bitbucket_server_user_mapping_by_username flag to be ops type, as is it long-lived and toggles product behaviour for some SM instances.

This flag was added in !36885 (merged) as an alternative way of mapping a Bitbucket Server import user to a GitLab user for some self-managed instances that want to opt-in to it.
