Clarify `max_personal_access_token_lifetime` setting behavior

What does this MR do and why?

• When blank, all new PATs will have a default max lifetime of 365.
• Setting can be used to make this max lifetime smaller but not larger or nil.
• Making the value smaller invalidates existing PATs. See: #387057 (comment 1384532595)
