Do not run notify-package-and-test-failure on sec

What does this MR do and why?

Backport of !121605 (merged). This will update the CI rules so we don't get the package-and-test failure discussions opening on the security project. We are backporting to the versions in the current security release (16.0, 15.11, 15.10).
