Remove `default_pat_expiration` FF

What does this MR do and why?

  • This was added as a safeguard against any unexpected results of adding a default expires_at value to personal access tokens: !120213 (merged)
  • The changes behind this feature flag have been on production for over a week so we can safely remove the feature flag
