What does this MR do and why?

Resolves https://gitlab.com/gitlab-org/modelops/anti-abuse/team-tasks/-/issues/388

This MR updates "user is not a member of a namespace with a paid plan subscription" condition introduced in !121295 (merged). With the changes in this MR the worker that Auto-bans user when they are reported for spam by a GitLab team member bans users that are members of namespaces with a paid plan on a trial subscription.
