Clarification about required role regarding Job-Artifacts-API

What does this MR do and why?

"ID or URL-encoded path of the project owned by the authenticated user." is inaccurate. Most of the APIs don't need to be called by the project owner; e.g. for the read-only-APIs in the Job-Artifact-API, having a Guest role is sufficient.
