LFS: Serve pre-signed URLs in `/lfs/objects/batch`
What does this MR do and why?
LFS: Serve pre-signed URLs in /lfs/objects/batch
The /lfs/objects/batch does serve all LFS objects
today via GitLab. This is redundant when LFS is to
be downloaded directly from OS.
This changes the /lfs/objects/batch to prefer presigned URLs
in such cases.
