Ensure excluded users are not included in 2nd assignment event

What does this MR do and why?

Add an exclusion check for the assignment event tracking inside base_namespace_create_service. We only want to track candidate that chooses My company or team on welcome page, previously this tracking was also tracking users choose Just me.
