Add GMAU flag to security policies metric

What does this MR do and why?

This MR adds gmau as a performance_indicator_type for usage_activity_by_stage_monthly.govern.user_merge_requests_for_projects_with_assigned_security_policy_project. This will ensure that the metric is flagged as GMAU in our data models and will allow for easier reporting and analysis.
