Update language around bypassing reviewer step

What does this MR do and why?

  • Previously, this said that "trivial" changes could bypass a review from a reviewer and go straight to a maintainer.
  • This change reflects the intent of the policy, which is to make sure that anything truly straightforward does not need to go through all of the same hoops as a regular MR.
  • This change will hopefully decrease confusion and lead to more efficiency.
