Remove ignoring of download_code

What does this MR do and why?

It removes ignoring of download_code on MemberRole model

We started ignoring the column in !106256 (merged) (%15.7) and removed the column in !115707 (merged) (%15.11).

Now we can remove the ignore of the column.
