Add timezone dropdown for scan execution policy

What does this MR do and why?

This MR adds timezone dropdown to Scheduled Scan Execution Policies allowing to specify in which timezone we should execute the scan.

How to set up and validate locally

  1. Create a new project
  2. Create a new Scan Execution Policy (Secure -> Policies -> Add new -> Scan Execution Policy -> Action - schedule)
  3. Select the timezone and cadence
  4. Save the policy and merge the created MR
  5. Observe if scan is running on scheduled time
