Set the SSOT for comparable report types

What does this MR do and why?

This change sets the SSOT for the comparable report types as the service class to prevent adding an uncomparable report type to allowed GraphQL argument lists by extending the model layer enum array.

Also introduces a minor documentation change based on feedback I've received in prior MR.
