What does this MR do and why?

In !116034 (comment 1421703696) we added a removal notice for the Shibboleth gem as that was unmaintained. Thanks to a community contribution a V2 of the gem is being added back with appropriate test coverage. See !121235 (merged) hence we are tweaking the removal notice to specify that. %{first_multiline_commit}
