Draft: Add Selenoid video to gitlab only

What does this MR do and why?

Tests out adding Selenoid video setup in just gitlab/ instead of gitlab-qa as well.

I added _GITLAB to some of the environment variables to avoid triggering them in gitlab-qa for this experiment.
