Fix package e2e test metadata

What does this MR do and why?

Package tests have incorrect metadata associated, which prevents them to run in the correct environments. The removal of :packages tag comes from the verified assumption that now the Package Registry comes enabled by default in Omnibus and it is enabled on the dot_com environments, and also applicable to :orchestrated since the test do not require a reconfiguration from GitLab.
