Replacing instance_streaming_audit_events with ff_external_audit_events

What does this MR do and why?

Replacing feature flag instance_streaming_audit_events with ff_external_audit_events as both serve the same purpose and to unify instance level external audit events. This will make usage and deployment of the feature easier by keeping only one flag for the whole feature for backend and frontend.
